What will happen is that it will fill the surrounding pixels by a fraction of the color, creating blur. 1*1.5=1.5, but you can't have half pixels. While half the ratio will look fairly ok because of the simple divider, if you ask for 1/3 or 3/4 of the ratio then you’ll end up with decimal numbers, and you CANNOT divide a pixel.
